Yes, this does. The background energy of Hynosia is always taken into account as the dream energy "noise". It shifts every ten days, and it would be unrealistic to think that it came from nowhere at all or from the previous native population. The free energy of activation is what dictates its flow to proceed to mix or to shift from one type of energy to another. That is this side of the equation, which nightmare energy and dream energy from this world mixes before any foreign energy is taken added into this dynamic.
